Yup its maintenance issues, and old radar equipment at the airports, and not so good trained or capable ATC. They do not have the ability to detect microburst.
Not to mention the very old aircrafts in use.

Even the national flag carrier has just grounded afew planes including the 777's due to maintenance/safety issues.
