This has been the official policy for many, many, many years (it was in the old "bootleg" profile code for at least 4-5 years, and in the benefits section on the old .bomb for just as long).
However: many, many, many have reported getting the rule bent for years.
Whether or it was policy or rule-bending in the past, I don't know.
But the beauty of PMUA was that agents were empowered to what they thought best for the customer. Today? Not so much. Take it or leave it.
