You do not generally earn AA miles if you fly on a codeshare marketed by a oneworld airline but operated by a nononeworld airline.
JAL is an exception:
Earn miles when flying on Japan Airlines marketed and operated flights for travel on eligible published fare eligible published fare ticket. Miles are also earned on Japan Airlines codeshare flights operated by other carriers, including oneworld carriers and oneworld affiliates.

There are always exceptions, mistakes, etc. Rerouting on other carriers will also get you credit. Be happy if you get credit in one of those circumstances, no grounds to complain if you don't.
