I was actually issued one of these visas as a temporary work authorisation in 2008. It was required by BAA to issue me with an unrestricted airside pass for Gatwick without having UK residency (or more specifically, no National Insurance Number). It permitted a single ENTRY but permitted me to work for up to 6 months in the UK for my specified employer.
There is an obscure provision in the visa regulations (I can look it up when I have time) that permit this to be done for very narrow categories of persons, one of which is managerial staff of non-EU airlines operating to the UK. Other than my own, I have never seen anything like it though.

But as you say this is an obscure provision, and the circumstances you describe, while no doubt not unique, are nevertheless very specific and hardly typical. It would be interesting to know what sort of work is done by the holder of the visa the OP is referring to.
