I view this differently (and more negatively) - if they value all of the perks of the card at around $60 (which they would reimburse for the card for 1Ks), they basically are setting the United Club cheaper than even 1Ks can buy. So Joe Public gets preferential treatment over even 1Ks - again!
Absolutely agree with your logic, but feel that the numbers are much worse than that. The club membership is no better than half the value of the card to a lower-level flyer, so it's a far better deal than a 1k can get.
