As a non-US person, I've never personally experienced the preiovus situation that you descirbe, although I was aware of it. [It was free for people in the UK and other countries I've experience of to do Memberhsip Rewards to BA Miles transfers.]
I can't recall the details of why it is differnt for 'miles' in the US, but thanks for flagging that this has changed. I wasn't aware of that change.
