You could pay for a through fare/ticket PAR-NYC and upgrade just the LON-NYC sector. The entire journey would then be on one ticket and avoid APD, assuming all other conditions were met.

Depending on the circumstances, ex-EU fares are often lower than the same journey ex-LON.
