Frankly, most "improvements" and "updates" to websites simply make them worse. They're fun for developers to assemble, and they will excite marketing people. Nobody thinks much about whether there's actually any improvement for the customer.
If BA were truly doing agile, then this would not be the case. Agile is *all* about the implementing the features the customer wants, in the order the customer wants them.
Of course, its not always us consumers that are the customers. The IT department has more (important?) customers than us: the shareholders, BA Executives, the marketing department etc etc. Its the job of the Product Manager/Owner to weigh up the many and varied needs of these communities and priorities the features appropriately.
