Adding 4 LGA-MKE flights probably has a lot more to do with the new hub at LGA than a focus on MKE. Is there more to this 20% increase than the LGA flights?

Southwest/Airtran have effectively replaced the downmarket part of the old Midwest's hub operation without touching the premium side. I think Southwest may actually have made it easier for Delta to expand by knocking Midwest/Frontier out of MKE (as a hub operation).
Hasn't Northwest expanded and contracted at Milwaukee several times, most recently deciding that investing in Midwest was a better option than expanding on their own metal 4 or 5 years ago?
