The strategy in a situation like this is to first check if upgrades are available and then book your tickets. It could just be your bad luck that the flights you chose don't have any upgrades left. I don't see the justification for being annoyed at the airline - they didn't promise you an upgrade and then have it magically disappear when you were ready to pay for it.
