Hertz has a deal with Priority Club giving you 35% off. I got a great deal renting a car in the US, I hope it's valid for Croatia too. Just look up on priorityclub.com, they have banners advertising it in the bottom of the page or something. Having a car is by far the easiest way to reach and travel through Montenegro.
