*A Inconsistencies in Redemption - Can Anyone Explain?

While trying to book a Paris/Muscat trip on LH, and while trying to burn miles which for a variety of reasons were accumulated on 3 accounts, noticed glaring discrepancies with the redemption levels. For Europe to the Middle East redemption levels for Y, J and F on UA, SQ, and AC were as follows:

UA - 40/60/80
SQ - 35/50/70
AC - 50/75/100

These also seem to appear in other destinations ie South Asia to South Africa where an AC agent told me no *A carrier operates direct ... couldn't explain the SQ SIN/JNB and said I had to go via FRA!

So yet again it seems as the same miles are worth more on other *A carriers, or is it just weak negotiating on Aeroplan's part?
