Not sure what you mean by "full V" as V is just the upgrade class and could consist of simply complimentary upgrades. So there really isn't any meaning to "full V". What matters to Delta in terms of customer value is the purchased fare class, not the flown class. You could be purchasing all T fares which wouldn't make you much of an HVC. If you mean you are consistently purchasing K+ fares and using instruments to upgrade, that would make you more of an HVC.
