is the arrival area airside or landside?

also found in another forum that Terminal 2 has it for PAL customers only, and Terminal 1 has it for terminal 1 passengers only but it is located at "the right side of the arrival area near the carrousel before customs and near the bathrooms" so it sounds like it is airside. (doesnt make sense because how would u pick up ur bags again?)
