There aren't any published rules as OPUP priority is not a published benefit of elite status on DL. However, most USA-based DL employees tend to follow normal elite priority upgrade rules unless there are special circumstances, such as special meal orders or groups traveling together. In overseas destinations, there can be more of a culture of rewarding those who paid the most.
