Common sense here! Leung is going to be the head of cx biggest client. It's only sensible he welcomed cy personally on this particular flight. ( when he flew to beijing and received his mandate). Letting someone to get on a pa during the flight and welcome the chieftain of a big client is markedly different thing. Vb doesn't generate the same commercial interest to cx as cy could for cx.
One is a chavette and one is head of city government for the next five years So in short no reason for cx to bend their back for vb. Simple maths here, don't you see?
