It is VERY CLEARLY told that you are on a recording line and you MUST say Yes or No after the conditions read to you to show you UNDERSTAND and ACCEPT the conditions.

You have no case to complain because you were on the recording line and you must Clearly Accept the Terms and Conditions of the Offer by Saying YES before the offer kicks in. And yet you ignore the requirement then complain about the bank?
+1. This is not even a Citi issue. Besides I would never want to leave something unpaid like that or else risk additional fees/interest.
