Seems odd to me as the flight left on time, but arrived 7 minutes late. What did this flight do? Stop in mid air, so the crew could rest for 7 minutes?
Generally speaking, if a crew goes on a minimum-rest overnight, their morning report time can be adjusted from 45 prior to 30 prior. Sounds to me like the crew probably had a 30 minute show, got out on time, but the end result of arriving late (presumably due to wind or other delay) was coded as crew rest as that was the first potential for delay with the flight.
