There's a minimum rest period that crews have to have, and if a flight if affected by this, then this delay code is attached---even for 1 minute.
As for the 25 minute taxi time, it could be anything from deicing, to ATC, to maintenance. The flight arrived 7 minutes behind. That's still on-time.
