What's fradulent about it?

Fraud is defined as deceit, trickery, sharp practice, or breach of confidence, perpetrated for profit or to gain some unfair or dishonest advantage.

The 'deceit' was buying a ticket when you had zero intention of using it. LH sold the ticket under the impression that the passenger had at least some desire of using it.

The 'dishonest advantage' was making use of an expensive lounge, including expensive food and wine, and possibly earning a $600 voucher.

Whether or not this is illegal under German law is something I have no knowledge of, but it is most certainly fraudulent.
