Yes, but the transit time in DOH on HKG-BRU is normaly 10hours. So with 8hours delay out if HKG the original flight DOH-BRU should be ok. Thus in this case he might argue that it was the stop in DAC for op reasons that causes the final delay in DOH.
But knowing QR, this will be a tough case....
