Do you mean orelhão?

There are many of those, but since nobody uses them anymore, the maintenance is quite poor.
I've had a national phone card in my wallet for over 8 years now. It still works, but I never use it.
You would have to buy an international prepaid card in order to call from an orelhão.

I think you will only find those cards at exactly these internet cafés/international calls shops.
