While I am not surprised at the non-refundable fees for a downgrade, I am
curious to figure out the logic for the system generated fee waiver.

So far, it has been offered to both high & low users, 1 year and > 1 year old accounts. Not sure if credit score plays a role. Perhaps paying in full vs.
carrying a balance ??
