I think this should be on the FA to close the bins.

If a well meaning pax closes the bin and it does not close all the way and stuff falls on to and injures another pax then is the pax that closed the bin liable.

Scenario two. A pax tries to close the bin but someone else in the back of the plane left their bag so the bin can't close. Is the well meaning pax supposed to play bag police now?

I will never stand up to close a bin. I paid for that service when I bought my ticket.

This is a common theme across America today. Let's see if a can get some schmuck to do my job for me.
