Both. While most properties in the US are good about email, when you go overseas it is a rarity to find a hotel that is responsive on email. And this hotel is very large with lots of emails from travel agencies, etc., so you'll get the fastest response by calling. You may not like it, but it is what it is.
And they speak pretty good English at this hotel.
FWIW - NEVER had this problem with Hyatt. Emails to the PH in Paris, Zurich and Moscow are answered within one day and they could not be more gracious. If what you say is standard at SPG, they should be ashamed and retrained. Goodness - it's 2012!
