If you're flying in C within Europe, you should have an empty seat next to you. If, for some reason, you can't hang it up on that last flight, you ought to be able to put the dress there.

As for who to talk to ... well, I'd imagine you'll be explaining during check in, boarding, etc. As to whether there is some sort of procedure for this ... I don't know.
