Yes... unfortunately Air China codes the award seats as 'O' and not 'I' like US airways and United do for the domestic flights. You are stuck in coach unfortunately.

I booked a KUL-SIN-PEK-CTU using BMI miles for Biz award last summer. the KUL-SIN-PEK were SQ Biz and the PEK-CTU was coach since that segment in F would brought the award redemption in the F level.
