According to ITA, a revenue F ticket for MNL-HKG-JFK should have the following (in PHP).

USDA APHIS Fee (XA) 215.00
US Immigration Fee (XY) 301.00
US Customs Fee (YC) 237.00
US International Arrival Tax (US) 718.00
Philippines International Travel Tax (PH) 2,700.00

Not sure if the Philippines International Travel Tax is suppose to be charge if you are not a Philippines national.
