There certainly is the 'rule' on Air Canada, it is clearly stated. I've seen people asked to take off their Bose over ear headphones. My guess is that it stems from noise canceling headphones, before in ear noise canceling headphones were available / common for safety reasons. Some over ear certainly seem to be ok, however, connected to IFE (executive class headphones are over the ear) which leads me to think it is noise canceling ones that are their target..
