Does this mean that if I purchase one of these phones today that it can be enabled later when Verizon chooses to, or would I need a new phone?

I am actually going through this myself as I currently have a Droid Pro and go back and forth between the iPhone 4s and Razr Maxx for my next phone. I suppose I can wait for the iPhone 5 but I doubt its battery will be anywhere close to the Razr Maxx for use time.

If I go with the Razr I'll just have Verizon reactivate my Pro or old BlackBerry to use overseas (so I can keep my number and emails) and then just switch back when I'm home. In fact I like the Berry for this since it uses so much less data than a Droid and therefore costs significantly less to run for simple talk and email.
