I can understand a European paying different taxes because of specific laws for the same RT. But, fuel surcharges are aside from taxes and shouldn't they be calculated at a fixed amount based on a city pair, and not which city was the point of origin. And on top of that, they double the OT amount to calculate the RT surcharge rather than adding the two separate OW surcharges together.

Basically, I believe it's some sort of accounting monkey business.
