CMN (Casablanca) considered as part of Europe?[IATA world region designations]

OK not sure whether this should go to Destination-specific forum, Airline-specific, or Travel tools as it involves all of them.

So I'm helping a friend to look for a flight CGK-CMN-CGK around end of November. Using ITA, it shows me the cheapest r/t fare is ~$860 on Saudi Arabian Airlines. There are other alternatives on Qatar, Emirates, etc but they are upwards of $1K.

Then I tried to book using the airline's website, but it said it couldn't find the route. Fine, I said, perhaps that's because the origin and destination are not their hub cities, so I have to call in their reservation directly.

In the meantime, my friend contacted a travel agent. I have enclosed the fare-code so that they could book it easier, but my friend told me the travel agent couldn't find the fare!

Now as I was perusing the fare rules again, I saw the following:
Saudi Arabian Airlines SV VRTSVR JKT to CAS
General notes
BASIC SEASON ECONOMY RESTRICTED FARES V
Between EUROPE and AREA 3 FOR ROUND TRIP FARES
Apparently, CMN (Casablanca) is considered to be in Europe?
Is that why the travel agent couldn't book it using the fare code? Or perhaps airlines treat CMN as part of Europe for routing purposes due to its vicinity? Or does ITA just mess it up and that fare-code should never have applied to the route?
