AC in particular has a clear rule that only in-ear headphones plugged into the IFE system may be worn during takeoff/landing. Obviously there are in-ear headphones which block outside noise so my only explanation for this rule would be that they don't want people to wear over-the-ear ANR headphones pretending that the ANR is turned off when in fact it is actually on.
