My partner and I are both BA executive club members with individual accounts. I am the Head Household account member, and he is a member of my household account. AFAIK, our miles are not pooled. We hold them individually.
What I would like to do is transfer enough miles to his account so that he can redeem these for a flight. That's because he has hardly any miles, and I have just enough spare

My brother is getting married later this year in Hong Kong and this is the only way we can afford to fly this year -- so I am really hoping to be able to gift these miles!

If you are in a household account, when each person is logged they should see 2 ballances shown.
Firstly, their own individual balance.
Secondly, the cumulative household balance (which will be the sum total of the balances of the individual pots of the members of the household).
This is how HHA work, there is not a single balance, everyone retains their own pot. The HHA total is just the individual totals added together.
If you are in a HHA, then any member of the HHA will be able to redeem miles up to the combined total value of the HHA.
Just to avoid confusion about what is happening on your account, you should also understand when a redemption is made it is prorated.
Example:
You: 95,000
Partner: 5,000
HHA Total balance: 100,000
Currently partner has 5% of HHA total, you have 95%.
So, if either of you made a redemption currenlty, 95% of the ammount of the redemption will come from you, 5% from partner.
So if partner redeems 10,000, then 9,500 will come from you and 500 will come from their account.
This is how a HHA works!
