Surcharge amounts are determined by the carrier (at its own discretion), just like the Base Fare amounts. Neither are based strictly on the distance.
Which is the part I find most unfair.
If it was based on distance flown them I think we could understand and accept it more as there would at least be some logical calculation behind it all.
