I suspect this has everything to do with market dynamics (what they can get away with charging vs. other airlines not flying to Europe indirectly via the UK) and absolutely nothing at all to do with fuel costs.
Yes, that seems to be the answer: The fuel surcharge really has nothing to do with how much fuel is really consumed... but how much the airline feels it can get away with charging the customer. Thanks again BA, for fostering true loyalty and confidence in your operation!
