By referring to "200USD is not waived", do you mean I need to renew AMB first then send in the referral certificate?
The referral form includes fields for a credit card number and associated name to pay the Ambassador fee. Renewing Ambassador status in advance results in the weekend certificate and 5k voucher associated with Ambassador status. And then the referral also results in the weekend certificate and the 5k voucher associated with the Royal Ambassador status.

Endless othe posts on the issue also so do no hesitate to confirm via other posts. If you have travel planned in the near future send in the referral voucher asap. One upgrade / free mini bar via Royal Ambassador status exceeds the value of the weekend certificate and 5k voucher.
