Only for AC flights. Otherwise it goes to the operating carrier. AC is merely a ticketing agent for those other carriers. It doesn't keep the fuel surcharge any more than government or airport fees and taxes.
On revenue tickets, perhaps.
On Aeroplan tickets, all scamcharges™ go to the ticketing carrier - in this case Air Canada.
If they were going to the operating airline, surely, by now, all those airlines that AC forces AP to charge scamcharges™ on, would have requested same of all other Star members....
