Maine rates are very seasonal, driven by a short but active tourism market. Check that BAR for July or August, or similarly for the very ordinary HGI PWM Airport, and the not even very close to airport Hampton Inn. Even if Hilton disclosed its Cat assignment criteria (and I suspect average daily rate applies prominently) people wouldn't be happy.

Priceline opaque bidding can work pretty reliably for some people. Third-party data (property lists by zone, successful bid histories) can be very useful. A lot of flexibility wrt to location and room assignment are helpful, as is willingness to learn and master the nuances of bidding. The kind of people who can't seem to grasp that HHonors breakfasts benefits are for two, and room upgrade benefits for one room occupied by the elite, won't be up to it.
