It turns out the fuel surcharge changes depending on origin.
Here's a quick list of fuel surcharges based on an Economy Premium and Business class seats.
O/W LAX-CDG $248, $402
O/W CDG-LAX $192, $258
R/T LAX-CDG $496, $806
R/T CDG-LAX $384, $516

So, you'll actually pay less fuel surcharge if you create two one-way award tickets than a round trip.
For economy premium, the savings is $56
For business class, the savings is $145
This has always been the case. If you call them up, they might fix it for you.
