I think it depends on how full the block is. I've had meetings where if some random person booked in our block I would have wept for joy, as we if we don't reach a certain percentage of the rooms we have blocked we have to pay for those empty rooms.
However, with that said most of the time that isn't the case and you are taking a room that an attendee can't reserve. And in those cases we run our list of attendees after the relevant registration deadline against those people in our block. I don't know what the hotel does if they find people who snuck into the block.
I wouldn't do it myself.
Many times we cross checked with the hotel against our registrations. Not only is it wrong to do but your taking a chance of getting caught.
