I think it must be luck of the draw. I asked for 2 F JFK to PVG. AA offered me AA to Tokyo and JAL onwards to PVG, or Cathay non-stop to HKG and Dragonaire on to PVG.

I don't think there is a hard and fast rule that AA will require you to use AA instead of a partner. Of course, they prefer that you use AA, it costs them less since they don't have to buy the seat from a partner.
