Does this only happen when you have uncleared upgrades? My only UDU experience since the merger had me clearing at the windows and we were not split at any point.
I think it happens at T-24 when the uncleared list is transferred. The upgrades page on the website talks about what happens after T-24. I think if you clear before that, they won't split.
Despite being a 1K, I have received a CPU only once since 2010! So, I have never personally experienced the reservation split.
