It was definitely possible with CO to call in and have them flag a segment as not to be upgraded. In fact, for a while (back in 2007-2008?), this flag could even be turned on and off via CO.com, but then the feature disappeared and never came back.

So I assume it must still be possible for competent res agents to do this at the new UA...
