I've attended a certain convention in many years that is oversubscribed. They've actually cancelled reservations from the convention block when they verify the reservation isn't associated with a registered attendee.

I don't know if that only applied when booking through the convention's travel service or if it was simply by using the convention rate when booking directly from the hotel.
