Yup - conferences I am familiar with block the rooms for attendees, so that people have somewhere to stay. Normally the blurb with the registration says 'rooms held until x date after which they are relased' - our conference organizers don't get any sort of penalty for not filling those rooms, they go back into the bucket after a certain date if there are any rooms left.
