It's a room BLOCK - it's supposed to block others from renting those rooms for a reasonable period to allow convention goers the opportunity to rent the room which is presumably convenient to where the convention is being held.
If the block fills, that's good for the convention, but bad for the people wanting to actually attend who now have no place to sleep.
Yup - conferences I am familiar with block the rooms for attendees, so that people have somewhere to stay. Normally the blurb with the registration says 'rooms held until x date after which they are relased' - our conference organizers don't get any sort of penalty for not filling those rooms, they go back into the bucket after a certain date if there are any rooms left.
