Very close. It's Operations (Ops) agent, who is the one scanning the BPs.

I saw a Seat Reserved document this week for the first time. The COS was in 1A but put the document (same size paper as a BP) on 1C. The FA was in the process of asking the COS to clear the pile of stuff from 1B and move the document from 1C to 1B.

My guess: The COS had a travel companion boarding later. Should have chosen a row toward the rear for that.
