As others say, take a look at the overall deal and determine whether it's good or bad. If you can do better elsewhere at an upscale place, go for it.
If the property allows four per room, then they should not complain about lost revenue from the deal. One could make the same comment about families sharing a room, which I suspect could be even higher maintenance than groups of adults or young adults. Hotel rates usually tack on additional charges for adults beyond one or two per room, presumably to take account of this as well as incremental costs for more towels, more hot water, perhaps more cleaning, etc.
