I've noticed a reduction on the number of times I get upgraded recently as well.
I can confirm this 100%. When asking how busy the flight was 2 days ago on a flight back from Rio I was told, "The plane is virtually empty, but we can offer you an upgrade to club for $750". Needless to say, like 99.9% of all flights inbound from Brasil the flight was packed!
