Cannot help you with the chip and pin debit card, but sometimes for foreign currency they can be competitive. The key question is whether or not they charge a transaction fee on top of the currency exchange.

I have sometimes obtained better deals than standard banks charge here--I think sometimes it is just the fact they do not adjust their rates as fast as they should. Got some great deals on $Canadian to Japanese yen that could not be matched anywhere else at the time plus I can get the money on the spot (I phone first to make sure they have it)
